JAKARTA, KOMPAS.com – Despite its recent passage in a plenary session, the draft revision of the Indonesian Military Law (RUU TNI) remains conspicuously absent from the official website of the House of Representatives (DPR).
As of Monday, March 24, 2025, Kompas.com’s investigation of dpr.go.id reveals that the Legal Documentation and Information Network (JDIH) page has yet to make the RUU TNI accessible for public download.
Currently, the JDIH page only features Law Number 1 of 2025, an amendment to Law Number 19 of 2003 concerning State-Owned Enterprises (BUMN). This discrepancy raises questions about the timely availability of crucial legal documents to the public.

In response to this delay, TB Hasanuddin, a member of Commission I of the DPR RI and a member of the RUU TNI Working Committee, explained that the final draft of a law is typically uploaded to the DPR website after presidential endorsement and inclusion in the state gazette.
“It is then assigned a number, indicating the Law number and year, and promulgated. Following promulgation and socialization, the DPR then uploads the document,” TB Hasanuddin stated when contacted on Monday, March 24, 2025.
He emphasized that the DPR is prohibited from publishing the final version of a revised law before its official enactment by the government. This protocol ensures the accuracy and legitimacy of the information disseminated.
“Nothing can be uploaded before it is officially enacted. This constitutes an official announcement from the government, not the DPR,” TB Hasanuddin clarified. The process underscores the importance of adhering to established legal procedures.

As previously reported, the House of Representatives (DPR) RI formally approved the Revision of Law (RUU) Number 34 of 2004 concerning the TNI into Law (UU). This decision was reached during the 15th Plenary Session of the Second Session Period of the 2024-2025 Session Year, held at the DPR Building, Senayan, Jakarta, on Thursday, March 20, 2025.
The enactment of the RUU TNI into law, presided over by Speaker of the DPR RI Puan Maharani, occurred amidst widespread public opposition.
The RUU TNI encompasses revisions to four articles: Article 3 concerning the TNI’s position, Article 7 regarding the TNI’s primary duties, Article 53 pertaining to the retirement age of soldiers, and Article 47 addressing the placement of active military personnel in civilian positions. These amendments have sparked considerable debate and public scrutiny.
